The government may generally take possession of a construction project prior to its completion (aka beneficial occupancy).

Possession does not necessarily constitute acceptance of the work thus the contractor must still complete the project, including punchlist items.

The contractor is not responsible for any loss or damage that the government causes as a result of its use or possession.

The contractor may be due an equitable adjustment to its contract if possession by the government causes a cost increase due to delay or a loss of production or similar.
